Conflicts in the Middle East and tensions in Asia were the driving forces behind a particularly strong increase in imports into these two regions.

USA sell significantly more

The USA remains by far the largest arms supplier, with a share of 34 percent. Accordingly, they recorded an increase of a quarter compared to the reporting periods 2008–2012 and 2013–2017.

The gap between the USA and Russia is immense: US exports exceed Russia’s by 58 percent (2008–2012: 17 percent). Russia’s exports have recently declined (7.1 percent less). Countries in the Middle East in particular purchased US arms (49 percent of the total volume), ahead of Oceania (33 percent), Europe (11 percent), Latin America (4.8 percent) and Africa (2.2 percent).

By far the USA’s largest customer was Saudi Arabia (18 percent of the total volume of US arms exports). This corresponds to an increase of 448 percent when comparing the two reporting periods.

US exports “reached their highest level since the late 1990s in 2013-2017,” explained Sipri armaments spending expert Aude Fleurant. The increases are due to contracts signed under US President and Nobel Peace Prize winner Barack Obama. Further major contracts concluded last year will secure the USA’s top position in the years to come.

Germany’s exports are falling

Western European countries and the EU as a whole had a share of 23 percent of the global trade in large arms in the period 2013–2017. Germany’s exports fell by 14 percent. Viewed regionally, according to Sipri, there was a significant increase in German deliveries to the Middle East: by 109 percent. The three largest customers for German large weapon systems from 2013 to 2017 were South Korea (14 percent), Greece (eleven percent) and Israel (8.7 percent).

In the 2008–2012 reporting period, Germany was still third among the top five, ahead of France. France’s exports, however, recently increased by 27 percent. 42 percent of arms exports went to the Middle East. By far the largest recipient of French large arms systems was Egypt.

China’s exports increased by 38 percent. A total of 72 percent of arms exports went to the Oceania region. The largest purchaser of Chinese weapons was Pakistan. According to Sipri, China is expanding its capabilities for the production of modern high-tech systems. Among other things, this leads to a 19 percent decline in imports compared to the reporting periods. Myanmar, which is subject to EU and US weapon sanctions (36th largest importer), obtained the majority of its weapons from China (68 percent).

Saudi Arabia: 225 percent more weapons

India is the largest importer with a share of twelve percent in world trade. Imports from the subcontinent grew by 24 percent, with Russia being the largest supplier (62 percent). For the first time in years, an increase

After 13 years of increased spending from 1999 to 2011 and constant armaments spending from 2012 to 2016, higher military spending was recorded for the first time worldwide in 2017. Sipri chairman Jan Eliasson expressed “serious concerns” on the occasion of the presentation of the report: The steadily high armament expenditures “undermine the search for peaceful solutions to conflicts around the world”.

The rise in armaments spending has been particularly accelerated in recent years by a disproportionately strong increase in the Asia and Middle East regions, as Sipri expert Nan Tian said. With China (2nd place), Saudi Arabia (3rd place) and India (5th place), three powers from these regions alone are among the top six on the Sipri list of the 15 countries with the highest arms spending. “On a global level, the weight of arms spending is clearly shifting away from the Euro-Atlantic region,” says Nan Tian. According to the institute, arms spending in Asia and Oceania rose for the 29th time in a row. China spent 5.6 percent more on its military in 2017 (228 billion) than in 2016. While Beijing’s share of global spending was 5.8 percent in 2008, it was already 13 percent in 2017.
